Summary
Slovenia's national AI strategy, adopted by the Government on 5 March 2026 as successor to the 2021 programme NpUI 2025. Its guiding principles include responsibility, security and trust; its five goals include sovereign and trustworthy AI and security, resilience and defence through AI. The 'ethics and regulation' building block commits to a framework for the AI Act under the ZIUDHPUI (competent bodies and sandboxes by 2026), a National Council for Ethics in AI in 2026, fundamental-rights impact assessments of high-risk systems with guidelines by 2027, sectoral ethical codes and technical guidelines with risk-management protocols, transparency and security testing, and compliance tools.

Status notes
The Government's news release of 5 March 2026 says the Government adopted the strategy at its session that day. The strategy succeeds the national programme NpUI 2025, adopted in May 2021. Its first action plan, setting measures, responsible bodies, timelines, funding and indicators, is to be prepared within nine months of adoption under the Ministry of Digital Transformation. The strategy sets ten guiding principles, five strategic objectives and six horizontal building blocks, and names the Ministry of Digital Transformation as its national manager, with an interministerial coordination group, a Government Council for AI and an AI observatory. Its draft was in public consultation for 30 days from 17 November 2025, and the final draft was scheduled for the Economic and Social Council on 16 January 2026 and for adoption by the Government on 22 January 2026. For fundamental-rights impact assessment it refers to the Council of Europe's methodology for human rights, democracy and the rule of law.

Refresh of 18 Oct 2026. The strategy PDF stored from gov.si on 12 Oct 2026 (102 pages, marked 'končna', final; unchanged when the archiver checked it on 18 Oct 2026) is the strategy's own text. It confirms the title, the principles, objectives and building blocks, the HG5 measures, the governance structure, the nine-month deadline for the first action plan and the preparation timeline, but states no adoption date. The adoption on 5 March 2026 rests on the Government's Slovenian news release of that day (gov.si, stored 12 Oct 2026), an announcement, so date_published gives the year 2026 that the strategy's own timeline shows (final draft in January 2026) and the day is in the notes. The Government's English translation of the strategy (108 pages, gov.si; it names no translator and uses the acronym NSAI 2030) and its English release on the 193rd session of 5 March 2026 were stored in the recheck of 17 Oct 2026. The strategy's page on gov.si now links a copy named NsUI2030-1.pdf; stored in this run, it is byte-identical to the stored PDF (same SHA-256).
