Summary

Report of the government inquiry on the EU AI Regulation proposing a new Swedish act and ordinance to supplement it. It proposes eleven market surveillance authorities and two notifying authorities, Swedac and the Medical Products Agency. The Post and Telecom Authority (PTS) would hold main responsibility, coordinate and be the single point of contact, and the Authority for Privacy Protection (IMY) would lead on prohibited practices. It also proposes reprimands and administrative fines that can be imposed on public authorities too, confidentiality rules including protection of incident reporting, an AI regulatory sandbox set up by PTS, and approval of testing in real-world conditions.

Stored and read in this run: the Government's page for SOU 2025:101 on regeringen.se (title, publication on 6 October 2025, the inquiry's proposals in brief, and the related-documents panel showing no Council on Legislation referral and no government bill; last checked 17 Oct 2026, unchanged since 11 Oct), the full report as a PDF (998 pages, with its Swedish and English summaries, the 19 September 2024 appointment and the proposed entry into force), and the consultation page (Fi2025/01969, published 11 November 2025, updated 23 February 2026). The English title is a rendering; the report's English summary gives no English title. Version 1's statement that PTS describes Sweden as awaiting supplementary legislation, and the interim designation of 4 June 2026, rest on SE-02's sources, not on this record's, and were removed from the notes; the recommendation of a temporary designation is in the report itself.
