Summary

Dutch government-wide vision on generative AI, sent to the House of Representatives in January 2024. It maps opportunities and risks, including mis- and disinformation and deepfakes, bias and discrimination, dependence on a few US technology companies, misuse and systemic security risks, and reviews the law, notably the EU AI Act. Four principles: generative AI is developed and applied safely and equitably, serves human welfare and safeguards autonomy, and contributes to sustainability and prosperity. Six action lines: collaborate, monitor developments, shape and apply laws and regulations, increase knowledge and skills, innovate, and strong and clear supervision and enforcement.

Status notes

The report is listed on rijksoverheid.nl with the date 01-01-2024 and was sent to the House of Representatives as an annex to a cover letter listed there on 18 January 2024, from State Secretary Van Huffelen (Kingdom Relations and Digitalisation), Minister Adriaansens (Economic Affairs and Climate Policy) and Minister Dijkgraaf (Education, Culture and Science); the government's English translation of the cover letter is dated 17 January 2024. Other annexes to that letter are an overview of related motions and commitments and a request for advice to the Social and Economic Council (SER) on AI, the future of work and its socio-economic implications. The vision responds to a motion adopted by the House in April 2023. On 22 April 2025 State Secretary Szabó presented to the House a government-wide position on the use of generative AI in government, with a government-wide guide on its responsible use.

Recheck of 17 Oct 2026: re-read the rijksoverheid.nl document page of the vision and the page of the cover letter (both stored 11 Oct 2026), which confirm the Dutch title, the date listed for the report (01-01-2024), the date of the cover letter (18-01-2024), the four ministries, the three senders and that an English translation exists. Stored in this run: the government.nl page of the English translation (17-01-2024), the English translation of the vision and of the cover letter (PDFs on government.nl), and the rijksoverheid.nl page of the letter of 22 April 2025. The Dutch vision PDF and the Dutch cover letter on open.overheid.nl could not be stored because that site's robots.txt disallows automated downloads, so the summary is written from the government's English translation, not from the Dutch original. government.nl is not on the list of official sites for NL, so quotes from the translation count as secondary. Version 1's statement that a provisional position of December 2023 was replaced in April 2025 is not in the stored April 2025 page and was removed.
