Summary

Informative report by the Ministry of Smart Administration and Regional Development (VARAM), considered by the Cabinet of Ministers on 25 February 2025, on putting the EU AI Act into effect in Latvia. It sets out the Act's requirements and what public authorities must do. VARAM is responsible for the Act as a whole; the Ministry of Economics is notifying authority and the Ombudsman the fundamental-rights authority. Twelve market surveillance authorities are named, with the State Data Inspectorate covering prohibited practices and high-risk systems and the Bank of Latvia AI used by financial institutions. It also identifies the legal changes needed and possible additional resources.

Status notes

The report makes the Latvian National Accreditation Bureau the national accreditation body. The twelve market surveillance authorities are the Consumer Rights Protection Centre, the Health Inspectorate, the Civil Aviation Agency, the Latvian Maritime Administration, the State Railway Technical Inspectorate, the State Technical Supervision Agency, the Road Traffic Safety Directorate, the State Service for Quality of Education, the State Data Inspectorate, the State Security Service, the Military Intelligence and Security Service and the Office for Constitutional Protection. The Commission's list of single points of contact for market surveillance under the AI Act (last updated 7 September 2026) names the Consumer Rights Protection Centre for Latvia, without the mark for a pending designation. The Bank of Latvia's supervision was later set out in the Law on Digital Operational Resilience and Use of Artificial Intelligence in Financial Markets (LV-03), and the Artificial Intelligence Centre Law (LV-01) set up the AI Centre.

Refresh of 18 Oct 2026. The record rests on VARAM's English press release of 25 February 2025 (varam.gov.lv, stored 12 Oct 2026, unchanged on 18 Oct 2026), an announcement, and on the Commission's page of single points of contact for market surveillance under the AI Act (last updated 7 September 2026). The release confirms the title, the report's preparation by VARAM, the Cabinet's consideration on 25 February 2025 and the designated authorities, as another official source would (level B). The summary and notes are written from the release, not from the report. The report itself, a Word file of 2025 on the Cabinet's legal-acts portal TAP (file 24-TA-2633), was requested in this run, but the portal's robots.txt does not allow automated downloads, so it is not stored.
