Status notes

Adopted by the Saeima on 11 September 2025, promulgated on 30 September 2025 and in force from 1 October 2025 together with nine related amending laws. The AI Act requirements apply to the financial entities listed in Sections 4 and 5, from credit institutions and insurers to crypto-asset service providers, and to credit unions (Section 7). Sanctionable AI Act breaches are those of the rules on prohibited practices, the duties of providers, authorised representatives, importers, distributors and deployers of high-risk systems, notified bodies, transparency duties and the duty to supply correct information (Section 11(2)). Fines on legal persons are the higher of the fixed amount and the turnover share, but the lower for small and medium-sized enterprises and start-ups (Section 10(6)); a ban on performing duties lasts until the breach is remedied or the decision is final, at most two years. The Ministry of Finance called the financial sector the first area in Latvia to receive rules on the use of AI; outside it, supervision rests on the authorities named in the Cabinet's 2025 report (LV-02). Sanctions are published on Latvijas Banka's website for up to five years; proceedings must start within five years of a breach; appeals go to the Administrative District Court and do not suspend decisions other than warnings and fines.
