Summary
Declaration of ministers and high authorities of Latin America and the Caribbean that takes the UNESCO Recommendation on the Ethics of AI as its reference. It calls for policies, strategies and institutional frameworks for the safe, ethical and responsible design, development and use of AI with a human-rights approach, and the signatories agree to analyse whether new legal frameworks are needed, balancing ex ante regulation of AI risks with innovation. It cites due diligence and impact assessment, human oversight and determination, transparency, monitoring of effects on workers and data governance, and sets up a Chile-led working group towards a regional intergovernmental AI council.

Status notes
Adopted by the ministers and high authorities meeting in Santiago on 23 and 24 October 2023, at the Forum on the Ethics of AI in Latin America and the Caribbean and the ministerial summit held with it; Chile's Ministry of Science and Ministry of Foreign Affairs prepared the meeting, with technical and financial support from UNESCO and CAF. The text does not list its signatories; InvestChile, Chile's public investment promotion agency, says 20 countries signed it at La Moneda Palace, naming Argentina, Brazil, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Peru, Paraguay, St. Lucia, St. Vincent and the Grenadines, Suriname, Uruguay and Venezuela. Chile was asked to convene the working group in the first half of 2024. The second summit, in Montevideo on 3 and 4 October 2024, adopted the Declaration of Montevideo (INT-17), which thanks Chile for leading the working group and entrusts Uruguay with continuing its work.

Stored: the declaration's Spanish text (4 pages) on the Chilean Ministry of Science's site, headed with the summit, Santiago and 23–24 October 2023; in this run also InvestChile's post of 25 October 2023 and the English text of the Declaration of Montevideo on gub.uy (the source of INT-17). The text confirms the original title, the summit, the date range, the proclamations and the decisions, but names no signatories and no adoption day; date_published is the closing day of the two-day summit. The 20 signatory countries rest on InvestChile's post, and the follow-up at Montevideo on the Declaration of Montevideo. No English text of the declaration by the issuers or a government was found; the English title is a rendering, the same one InvestChile uses.
