Цифровой кодекс Кыргызской Республики
Record KG-01 · Code No. 178 of 31 July 2025 (brought into force by Law No. 179 of 31 July 2025)
Kyrgyzstan's codified digital law; Chapter 23 (Articles 191-197) is the country's first binding AI regulation. AI may be developed and used freely except as the Code provides, under seven principles: risk reduction, openness, explainability, human control, accuracy, reliability and security. Using AI to cause deliberate unlawful harm to protected interests is prohibited. Every AI system needs an owner-led danger assessment. 'Increased-danger' systems must meet Cabinet requirements on risk management, data quality and documentation, keep logs and confirm conformity by a signed declaration before use; their users must keep effective human control.

Borderline scope Digital Code that is not AI-specific as a whole; included because Chapter 23 is the operative law on AI systems.

Signed on 31 July 2025 and officially published in early August 2025 (the register of legal acts gives 5 August 2025 for Law No. 179 and 8 August 2025 for the Code). Law No. 179 brings the Code into force six months after its official publication; the Ministry of Justice register records 6 February 2026 as the entry-into-force date. Article 194 lets professional associations of AI-system owners adopt binding rules on ethics, danger assessment, risk management and quality management, and Article 126 treats AI used in 'digital well-being' services as increased-danger AI. Article 197 requires owners and users of AI that interacts with consumers to tell them they are dealing with AI unless this is obvious, to publish information on their AI use, and to inform people subjected to emotion-recognition or biometric-categorisation systems, with exceptions for defence, national security and law enforcement. The Cabinet of Ministers approved the content and form of the conformity declaration on 31 December 2025 (Order No. 1181-t). In September 2026 the Ministry of Digital Development put a draft Regulation on AI ethics out for public discussion, which would require owners to self-assess the ethics and safety of a system before launch, mandatory for public bodies and increased-danger systems and advisory for the private sector (press report).
