Framework AI law. It defines an AI system as a digital object working on one or more AI models and sets principles including fairness, transparency and explainability, responsibility and controllability, priority of human well-being, and safety. Systems are classed by risk and by autonomy. It bans creating or operating systems with prohibited capabilities, among them manipulative or subliminal techniques, exploiting vulnerabilities, social scoring, biometric categorisation for discrimination and emotion recognition without consent. Owners and holders must manage risks; users must be told when goods or services use AI, and synthetic outputs must carry machine-readable labels.

Signed on 17 Nov 2025, together with a companion law amending other legislative acts on AI and digitalisation. That companion law aligns existing laws with the AI Law and also covers digital assets, personal-data consent and information security. Under Article 31 the law enters into force 60 calendar days after the day of its first official publication. Amended by Law No. 326-VIII of 24 Jun 2026 (Articles 1, 13, 17, 20 and 28), which also enters into force 60 calendar days after its first official publication. High-risk systems classed as critically important digital objects are treated like state systems for cybersecurity; sectoral agencies publish lists of trusted high-risk systems, for which an audit is required. Works created with AI are protected by copyright only where a human made a creative contribution, and works may be used for training only if the author or rightholder has not objected in machine-readable form.
