Status notes

The order makes the Cabinet of Ministers coordinate and supervise the strategy's measures and report to the President once a year, tasks the State Service for Special Communications and Information Security with analysing information-security risks where state bodies use AI, and has the Center for Analysis of Economic Reforms and Communication monitor and evaluate implementation on the Cabinet's commission. The action plan (section 8) gives the Cabinet, with the Ministry of Digital Development and Transport and other bodies, 2025–2027 to create a normative legal framework for responsible and ethical AI (measure 8.1.3) and to approve rules on identifying and preventing personal-data risks in AI systems (8.1.4), and 2025–2026 to identify national priority sectors for AI and the responsible state bodies (8.1.1). By Order No. 253s of 28 April 2025 the Cabinet asked the Ministry of Digital Development and Transport to submit proposals on measure 8.1.1 by 1 July 2026 and on measures 8.1.3 and 8.1.4 by 1 July 2027, had the Center build a module for monitoring and reporting on the strategy, and set up a working group led by the head of the Cabinet's Office. By Decision No. 226 of 21 July 2026 the Cabinet approved the list of national priority sectors for AI development and the responsible state bodies. A presidential decree of 27 February 2026 created a Digital Development Council, chaired by the First Vice-President, to oversee state programmes and coordinate policy in digitalisation, e-government, AI and innovation and to take measures to improve the legislation.
