Summary

Implementing act under Article 195 of Kyrgyzstan's Digital Code. It approves the requirements for the content of the declaration by which owners of 'increased-danger' AI systems confirm conformity with the Code's mandatory requirements (Annex 1) and the declaration form (Annex 2). All owners of AI systems used in Kyrgyzstan, whatever their legal form or ownership, must, before putting an increased-danger system into use, adopt the declaration in the approved form and publish it on their website as a digital document signed with a qualified digital signature and open to the public. The form identifies the owner, names the system and its purpose and states that it meets the Code's parameters.

The order states that it enters into force fifteen days after the Digital Code does; the Code took effect on 6 February 2026, which puts the order's effective date in late February 2026, although the Ministry of Justice register lists 6 February 2026 as its entry-into-force date. The order complements the Code's Articles 193-196 on danger assessment, increased-danger systems and user duties; the Cabinet's detailed requirements on risk management, system characteristics, data quality and documentation under Article 194(4) were not located.
