Summary
Hungary's framework law for applying the EU AI Act. It provides for a government-designated AI notifying authority, which assesses, designates, notifies and monitors conformity assessment bodies for high-risk systems, and an AI market surveillance authority with general competence that also runs the national AI regulatory sandbox and acts as the single point of contact. The market surveillance authority may impose administrative fines, with amounts set by government decree. The Act creates the Hungarian Artificial Intelligence Council, an advisory body without decision-making powers chaired by a Prime Minister's appointee, and calls for a national AI strategy.

Recheck of 17 Oct 2026: re-read the act on the National Legislation Database (njt.jog.gov.hu, ELI TV/2025/75, stored 11 Oct 2026, showing the text in force from 2 August 2026). It confirms the title, adoption by the National Assembly on 21 October 2025, promulgation on 31 October 2025, the entry-into-force rules, the authorities, the AI Council and its chair, the sandbox and the fine provision, and refers to Government Decree 344/2025 for the designations. The other file stored earlier (document-1.pdf) is the database's accessibility statement. Stored in this run: the Commission's list of AI Act single points of contact (digital-strategy.ec.europa.eu), which shows no entry for Hungary. The bill on parlament.hu (T/12632) could not be stored: the site answered with a CAPTCHA page, so the bill number was removed from the notes. The CMS Hungary legal update could not be stored (HTTP 403). The Magyar Közlöny issue number is not shown on the njt page.
