Summary
Government bill for an organic law adapting Spanish law to the EU AI Act. It names the market surveillance authorities: the AI Supervision Agency (AESIA) by default, also as single point of contact and operator of the national sandbox, the data protection authorities, the General Council of the Judiciary, the Bank of Spain, the CNMV and the insurance supervisor. Using prohibited practices is a very serious infringement, with fines up to EUR 35 million or 7% of turnover, as is failing to report a serious incident; not disclosing deepfakes is serious. State public bodies must inventory their AI systems and appoint an AI delegate. It would repeal the 2023 sandbox decree.

Status notes
First approved by the Council of Ministers as an anteproyecto on 11 March 2025, for urgent processing. On 26 May 2026 the Council of Ministers approved it as a proyecto de ley orgánica for submission to the Congress of Deputies; it was published in the Boletín Oficial de las Cortes Generales on 12 June 2026 (file 121/000096) and referred to the Committee on Economy, Trade and Digital Transformation, with an amendment deadline of 30 June 2026. Compared with the anteproyecto, AESIA instead of the Central Electoral Board would supervise AI systems used in democratic processes. The law would enter into force the day after its publication in the BOE, except that amendment to the electoral law, which takes effect with the adaptation of AESIA's legal regime. Only some provisions have the rank of organic law.

Stored and read in this run: the BOCG, Congreso de los Diputados, Serie A, núm. 97-1 of 12 June 2026 (congreso.es, listed as official), with the bill's full text, file 121/000096, the committee referral and the amendment deadline of 30 June 2026; and the La Moncloa referencias of the Council of Ministers, the Council's record of the agreements of each meeting, of 11 March 2025 (anteproyecto approved in first reading, with urgent processing) and 26 May 2026 (proyecto de ley orgánica approved for submission to the Congress; the archiver flagged this page for review because the AI item is one of many items on it, and the item is there). official_url now points to the bill's text in the BOCG, and the referencia of 11 March 2025, which gives date_published, becomes the secondary source. No later parliamentary stage (extension of the amendment period, committee report, plenary vote) is in the stored sources. No English translation of the bill was found.
