Summary

Draft national law adapting Czech law to the EU AI Act, prepared by the Ministry of Industry and Trade and sent for inter-ministerial comments in September 2025. It adds no regulation beyond the AI Act and organises its supervision: the Czech Telecommunication Office as the central market surveillance authority, the Czech National Bank for AI in the financial sector, and the Office for Personal Data Protection for risky systems and the protection of privacy and fundamental rights. The standards office ÚNMZ founds a regulatory sandbox run by the Czech Standardisation Agency and handles offences; small and medium-sized firms first receive calls to remedy shortcomings rather than fines.

Open question

checker: Level C rests on secondary sources plus the ČTÚ annual report (alt-official), which confirms title wording, preparing ministry, unfinished comment procedure and Resolution 394. The stage after 2025 is unknown (no newer official page found). Needs a human or a provided copy of the ministry r Issue #130

The record shows its last checked values until a maintainer decides; the decision is recorded in its history.

Status notes

By Resolution No. 394 of 28 May 2025 the Government decided that the Czech Telecommunication Office would be one of the market surveillance authorities under the AI Act (see the implementation plan, CZ-02). The draft had 10 pages and 25 sections when it went out for comments. The inter-ministerial comment procedure had not been completed by the end of 2025; the Czech Telecommunication Office, which took part in drafting the law, reported that it cannot carry out AI supervision without it. Its AI supervision unit started work on 1 September 2026 and is to exercise its powers once the legislation is approved. The Commission's list of single points of contact (last updated 7 September 2026) names the Czech Telecommunication Office, with the national designation still pending final adoption.

CAUTION: no official source confirms the title, date and status; the record rests on secondary sources. PARTIAL. Recheck of 17 Oct 2026: the official source, the Ministry of Industry and Trade's press release of 26 September 2025 on mpo.gov.cz, cannot be stored, because the site's robots.txt admits only named search-engine crawlers; BusinessInfo.cz's copy returned HTTP 403. Stored: the Commission's list of AI Act single points of contact (11 Oct 2026) and, in this run, the Czech Telecommunication Office's annual report for 2025 (ctu.gov.cz, approved by its Council on 17 April 2026) and two Lupa.cz articles (29 Sep 2025 and 1 Sep 2026). The ČTÚ report, another official body's document, confirms the draft's title, that the ministry prepared it, that the inter-ministerial comment procedure was not completed by the end of 2025, Resolution No. 394, and the Office for Personal Data Protection and the Czech National Bank as the other intended market surveillance authorities. The sandbox, the offences, the treatment of small firms, the absence of added regulation, the draft's length and the September 2025 comment round rest on Lupa.cz only; the start of the ČTÚ unit on 1 September 2026 rests on Lupa.cz quoting the office. The date of 26 September 2025 rests on version 1's reading of the ministry's release and on no stored file. Removed: the Public Defender of Rights, 'lower fine ceilings for SMEs', the notifying authority (not in the stored sources on the draft), material number 503/26, the Legislative Council's interruption of 6 August 2026 and the absence of a Chamber print (tracker only).
