Summary

Binding rules (35 articles) for providers using algorithmic recommendation technology, such as generation and synthesis, personalised push, ranking, search filtering, and scheduling and decision-making, to provide internet information services in China. Providers must set up algorithm security management, regularly review their algorithms, models and data, label unmarked synthetic content, publicise how their services work, let users switch off recommendations or personal-feature targeting, and protect minors, the elderly, workers and consumers. Services with public-opinion attributes or social-mobilisation capacity must file their algorithms and undergo security assessments.

Adopted at the Cyberspace Administration of China's 20th office meeting of 2021 on 16 Nov 2021 with the consent of MIIT, the Ministry of Public Security and SAMR, signed on 31 Dec 2021, published on the CAC website on 4 Jan 2022 and in force from 1 Mar 2022 (Art. 35). The cyberspace authorities and the telecoms, public security and market regulation departments manage providers by class and grade according to public-opinion attributes, content, user numbers, data and the degree of intervention in user behaviour (Art. 23). Providers with public-opinion attributes or social-mobilisation capacity file through the internet information service algorithm filing system within ten working days of starting a service (Art. 24) and display their filing number (Art. 26). Breaches of the main duties can lead to warnings, suspension of information updates and fines of 10,000 to 100,000 yuan (Art. 31).

The State Council Gazette copy on gov.cn (the secondary URL) was not stored: the archiver could not reach gov.cn's robots.txt on 11 Oct 2026 and its DNS lookup failed on 18 Oct 2026. Version 1's notes cited Gazette 2022 No. 9 and said that the filing system also serves the deep synthesis, generative AI and anthropomorphic AI rules; neither rests on a stored file of this record, so both were removed.
