Summary
Would have created Canada's first federal AI statute, imposing risk-based obligations on 'high-impact' AI systems (risk assessment and mitigation, monitoring, record-keeping, transparency, notification of material harm), an AI and Data Commissioner, and offences for deploying AI that causes serious harm. It never passed committee stage and died when Parliament was prorogued.

Status notes
Introduced 16 June 2022 (first reading); second reading and referral to the Standing Committee on Industry and Technology 24 April 2023, with a separate vote on Part 3; last committee meeting 26 Sept 2024. The Artificial Intelligence and Data Act would have come into force on a day or days fixed by order of the Governor in Council (its section 41). The 1st Session of the 44th Parliament was prorogued on 6 Jan 2025, and government bills without royal assent ceased to exist, so the bill died at committee stage. No AIDA successor as of Oct 2026: the June 2026 National AI Strategy relies on privacy and online-safety law modernisation instead. Bill C-36 (Protecting Privacy and Consumer Data Act, first reading 15 June 2026, sponsored by the Minister of AI and Digital Innovation) re-enacts only the privacy part of C-27, including disclosure on automated decision systems.

The statements on Bill C-36 and the June 2026 strategy rest on the verification of 11 Oct 2026 (LEGISinfo 45-1/c-36), not on files stored in this run. A press report of late Sept 2026 quotes AI Minister Evan Solomon saying that AI deployment needs regulation, without details; no official source for it was stored.
