Status notes

Adopted at the Council of Ministers' sitting of 18 June 2025 and entered in the Council of Ministers' register of acts on 19 June 2025. It designates only fundamental-rights authorities. In answers to BTA published on 9 January 2026, the Ministry of e-Government, the lead ministry for the AI Act, said that a draft decision naming the Bulgarian Accreditation Service as notifying authority had not yet been submitted to the Council of Ministers, that a draft decision on market surveillance had yet to go through interministerial coordination, that no decisions had been taken on the coordination model or the sanctions regime, and that the national legal framework was due by March 2026. A private members' bill with a fuller framework was filed in the National Assembly on 24 September 2026 (BG-02).

Refresh of 18 Oct 2026. The record now rests on the decision's own text: the transcript from the Council of Ministers' legal information system (pris.government.bg, a Word .doc stored on 12 Oct 2026), which this run reads through a text layer. It gives the number 398, the date of 18 June 2025, the full heading, the legal basis (Article 77(2) of Regulation (EU) 2024/1689), the reference to the high-risk AI systems of Annex III, the seven bodies, the Minister of e-Government's duties to notify the Commission and the other Member States and to publish the list on the ministry's website, and the Prime Minister's signature. The portal answered HTTP 500 on 17 and 18 Oct 2026, so the copy of 12 Oct 2026 is the latest stored. The BTA report of 9 January 2026 (bta.bg, secondary; copy of 18 Oct 2026) supports the ministry's answers in the notes. The sitting of 18 June 2025 and the entry in the register of acts on 19 June 2025 in the notes rest on the Council of Ministers' sitting page (gov.bg) and the act's entry on strategy.bg, stored in the recheck of 17 Oct 2026. original_title now gives the decision's heading in full, including the full title of Regulation (EU) 2024/1689 that version 1 shortened. The recheck of 17 Oct 2026 found no State Gazette publication and no English version.
