Summary

Private members' bill that would apply Regulation (EU) 2024/1689 and govern AI in the public sector, AI skills, investment and AI risks to national security and children. It splits market surveillance among sector regulators, makes the Minister of Innovation and Digital Transformation the notifying authority and the Communications Regulation Commission the single point of contact. It bans remote biometric identification and the AI Act's prohibited practices, prohibits publishing convincing AI fakes of senior officials, or of others without consent, with removal orders, bars training models on children's data save narrow exceptions with parental consent, and sets fines up to BGN 5 million.

Scope

Borderline scope Private members' bill by opposition MPs; included because it is the fullest bill before the National Assembly on applying the AI Act.

Status notes

Filed on 24 September 2026 by ten members of the 52nd National Assembly, led by Bozhidar Bozhanov, and distributed on 25 September 2026 (order 52-650-01-318) to the Committee on Innovation and Digital Transformation as lead committee and to sixteen other committees. By 17 October 2026 no committee report for first reading was listed; opinions had been filed by, among others, the Ministry of Innovation and Digital Transformation and the State Agency for National Security (15 October 2026). The bill would enter into force two months after promulgation, except Article 22, § 7 and § 21, from 1 July 2027. It would also create a national AI coordinator appointed by the Prime Minister, an advisory council at the Council of Ministers and an AI regulatory sandbox, require AI systems that the Council of Ministers designates as high-risk for national security, such as recommender systems of very large online platforms, to give the State Agency for National Security and the ministry their source code, documentation and a description of their training data, and amend the Criminal Code (AI-generated pornographic content), the Election Code (labelling of campaign material made with AI) and the Judiciary Act (courts may not use AI to interpret facts and law).

Recheck of 17 Oct 2026: re-read the National Assembly's bill page (browser-rendered copy and print PDF, stored again 17 Oct 2026) and the official bill PDF 52-654-01-151.pdf (stored 12 Oct 2026), which now has an OCR text layer, so the provisions were read from the 2026 bill itself (version 1 had relied on the sponsors' 2025 text and press reports). The bill page confirms the signature, title, filing date, the ten sponsors, the distribution to the lead and sixteen participating committees on 25 September 2026 (version 1 said seven) and the opinions filed between 12 and 15 October 2026; no committee report or vote is listed. The bill PDF is an OCR text, so Cyrillic letters are sometimes misread; the quotes are taken as the OCR gives them. No English version was found. Version 1's party affiliation of the sponsors, the statement that the bill re-submits a 2025 bill of the 51st Assembly and the remarks on the government's framework rested on no stored file and were removed.
