Passed on 14 June 2025 by the 15th National Assembly at its 9th session and signed by its Chairman Trần Thanh Mẫn; six chapters and 51 articles. In force from 1 January 2026, except Articles 11, 28 and 29 on finance and incentives, in force from 1 July 2025 (Art. 50). The Law on Artificial Intelligence, in force from 1 March 2026, repealed Article 3(9) (definition of an AI system), Article 4(7) (state policy on AI), Article 12(6) (prohibited AI uses), point đ of Article 34(2) (database entries on AI systems) and Chapter IV (Articles 41-45) of this law; its other provisions, on the digital technology and semiconductor industries and digital assets, remain in force. Decision 367/QĐ-TTg (VN-03) directs ministries to review which of the law's implementing documents remain in force.
