Summary
Created Utah's Artificial Intelligence Policy Act. It provided that using generative AI is no defence to a violation of consumer protection law and required disclosure of generative AI on request in consumer matters and, prominently at the start of an exchange, in regulated occupations, with fines of up to USD 2,500 per violation. It created an Office of Artificial Intelligence Policy and an AI Learning Laboratory to study AI risks and policy, which can grant temporary regulatory mitigation agreements with safeguards, and made offences committed with the aid of generative AI punishable. In 2025 its disclosure rules were replaced by a separate chapter with narrower duties.

Status notes
Passed the Senate 26-0 on 13 Feb 2024 and the House 73-0 on 28 Feb 2024; signed by the Governor on 13 Mar 2024 as Laws of Utah 2024, Chapter 186, and in effect from 1 May 2024. The bill enacted the Act as Title 13, Chapter 70, codified as Chapter 72, together with Utah Code 13-2-12 (generative AI and consumer protection) and 76-2-107 (offences committed with the aid of generative AI). As enacted, the Act's chapter was to be repealed on 1 May 2025; S.B. 332 and S.B. 226 of 2025 moved that date to 1 Jul 2027. S.B. 226 also repealed 13-2-12 from 7 May 2025 and replaced it with Title 13, Chapter 75: disclosure on request now needs a clear and unambiguous request, regulated occupations must disclose proactively only in high-risk AI interactions (such as collecting health, financial or biometric data or giving financial, legal, medical or mental health advice), and an AI that discloses its nature at the outset and throughout gets a safe harbour. H.B. 320 of 2026, in effect from 6 May 2026, revised the Office's duties, added joint interpretation agreements with agencies and other governmental entities, regular audits of participants and up to two 12-month extensions, and repealed the participation section, which had required participants to report incidents of consumer harm at once. H.B. 452 of 2025 separately regulates mental health chatbots.

Recheck of 18 Oct 2026: re-read the Legislature's S.B. 149 (2024) bill page and the introduced and amended texts (stored from le.utah.gov on 11 Oct 2026, unchanged on 17 Oct 2026), and read the enrolled S.B. 149, the enrolled 2025 bills S.B. 226, S.B. 332 and H.B. 452, the enrolled 2026 bill H.B. 320 and the Utah Code text of Title 13, Chapter 72, all stored from le.utah.gov on 17 Oct 2026. The bill page confirms the title, the sponsors, the votes and the Governor's signature on 13 Mar 2024 (it does not name the Governor); the enrolled text confirms the provisions and the effective date of 1 May 2024. The amending bills are enrolled copies, which show the text as passed but not the Governor's signature; H.B. 320's status page was stored without its status table. That they were enacted rests on their effective-date clauses and on the Utah Code text, which shows Chapter 72 in force with changes credited to the 2026 General Session.
