Summary

Two companion SDAIA guidelines on generative AI. The government version governs the use of government data in GenAI tools: entities must apply SDAIA's AI Ethics Principles, must not use GenAI for critical decisions affecting individuals or the Kingdom's vital interests, must human-review outputs, must not enter restricted or classified data, and must rate tools on a four-level risk scale (little or no, limited, high with conformity assessment, unacceptable); data offices approve tools and audit training data, and AI-generated content is to be disclosed. The public version sets seven principles, including reliability and safety with human-oversight triggers, and lists risks and mitigations.

Status notes

SDAIA lists the two documents among its laws and regulations as two versions of one 'Generative AI Guideline', the first for government employees and the second for the public. Both PDFs carry 'May 2025' and 'Version Number 1' in their document-control tables, with document type 'Regulatory Documents'. The government version describes its rules on government data as mandatory and says it may be updated as needed; the public version serves as guidance for developers and users of generative AI in the Kingdom. Both apply SDAIA's AI Ethics Principles (SA-01); SDAIA's deepfakes guidelines (SA-03) refer to the public version.

Recheck of 18 Oct 2026. Stored: both English PDFs from sdaia.gov.sa (government version, 30 pages; public version, 22 pages; snapshots of 11 Oct 2026, unchanged on 18 Oct 2026) and SDAIA's laws and regulations page (18 Oct 2026), whose link to the public version gives the same file (same SHA-256). They confirm the titles, SDAIA as issuer, the listing as two versions of one guideline, May 2025 and version 1 in the document-control tables, the document numbers, the scope, the rules for government data, the four-level risk scale and the seven principles. The Arabic editions are not stored. Third-party trackers (Digital Policy Alert) report first releases of the government guideline on 10 January 2024 and of the public guideline on 11 January 2024; no official source for those dates is stored, and the May 2025 editions do not refer to earlier versions.
