Record SA-03 · SDAIA-P119
SDAIA guidance on deepfakes (hyper-realistic synthetic audio, video or other content). It defines deepfakes, describes malicious uses (imposter scams, identity fraud, non-consensual manipulation, espionage, disinformation) and non-malicious uses, and gives separate guidance to technology developers (data protection, consent, documentation, human oversight, accountability, audit trails), content creators (consent, labelling, ownership logs), regulators, and consumers (detection and prevention). It rests on principles of privacy, transparency, accountability and social benefit and says the guidance will be reassessed as threats evolve.
The cover gives the year 2025; the document-control table gives May 2025, document type 'Regulatory Documents', document number SDAIA-P119 and version number 2, so an earlier version exists; the text describes the regulatory landscape as of June 2024. Its recommendations cite SDAIA's AI Ethics Principles (SA-01), the Personal Data Protection Law and the Anti-Cyber Crime Law, and it refers to SDAIA's generative AI guidelines for the public (SA-02). An appendix provides for ongoing review with periodic stakeholder feedback. SDAIA lists the document among its laws and regulations under 'Deepfakes Guidelines'.
