Summary

Successor to the 2020-2025 AI strategy, adopted under Article 38(1) of the Law on the Planning System; its general objective is trustworthy and responsible AI for growth, jobs and quality of life. The first of six special objectives is an institutional and legal framework for the safe, secure, trustworthy and responsible application of AI, through a special law regulating its application in line with international standards while encouraging innovation; the law is to be adopted and fully applied by the end of 2027. It reviews the risks to be addressed (privacy, algorithmic bias, misuse, inequality, lack of clear regulation, energy use) and positions Serbia against the EU AI Act.

Scope

Status notes

Adopted by the Government in Belgrade on 10 January 2025 (05 Broj 011-13287/2024-2), on the initiative of the Ministry of Science, Technological Development and Innovation. The strategy orders its publication in the Službeni glasnik and on the Government and ministry websites, and the 2020-2025 strategy (Službeni glasnik RS 96/19) ceased to be valid on its entry into force. An action plan was to be adopted within 90 days. When the strategy was adopted, a working group was preparing the Law on Artificial Intelligence; Measure 1.1 targets its adoption, and 80% of its implementing acts, by the end of 2027.
