Summary

Private members' bill by SOS România senators and deputies that would regulate AI use in Romania. AI in public administration would have to be transparent and periodically audited, with no administrative decisions taken without human intervention; AI could not pronounce court judgments, law-enforcement AI would need certification and AI-based medical decisions validation by a specialist. People would gain rights to an explanation and to human interaction. It bans harmful deepfakes and political profiling without consent, makes platforms label AI content and sets prison terms of two to five years and fines of up to RON 100 million. The Senate rejected it in June 2025.

Status notes

Registered at the Senate on 31 March 2025 (B114) and presented to its Standing Bureau as L140/2025 on 14 May 2025, with the Senate as first chamber. The Senate rejected it on 2 June 2025 (84 for, 40 against, 2 abstentions) after negative opinions from the Legislative Council, the Economic and Social Council, the National Audiovisual Council, ANCOM and every consulted committee, and sent it to the Chamber of Deputies, the decisional chamber, where it was registered as PL-x 184/2025 on 4 June 2025 and sent for report to the Legal Committee and the Committee for Information Technology and Communications. The latter voted by majority to reject it on 16 September 2025, its chairman pointing to Regulation (EU) 2024/1689 and to the National AI Strategy 2024-2027 approved by Government Decision 832/2024; the Chamber received the two committees' rejection report on 26 November 2025, and on 17 October 2026 the bill was waiting to be put on the plenary agenda. It would be an organic law and enter into force 90 days after publication in the Monitorul Oficial. It defines AI as any computer system able to perform cognitive functions such as learning, reasoning and decision-making, and makes AI developers responsible for the impact of their algorithms, with annual independent audits of AI used in decision-making.

Recheck of 17 Oct 2026: re-read the Senate's legislative file L140/2025 (stored again 17 Oct 2026; only the page furniture changed since 12 Oct 2026), the initiators' cover letter (Senate PDF) and the minute of the Chamber of Deputies IT and communications committee of 16 September 2025 (cdep.ro PDF). Stored in this run: the Chamber's own file for PL-x 184/2025 (cdep.ro) with its copies of the explanatory memorandum and the bill, and the initiators' text of the bill and the explanatory memorandum from senat.ro. The Chamber file gives the stage 'raport depus; urmeaza sa intre pe ordinea de zi' (report filed, to be put on the agenda) and the rejection report received on 26 November 2025; the committee minute gives the IT committee's rejection vote of 16 September 2025 (version 1 described it only as the start of debate). The summary is now written from the bill text instead of the committee's description. The committees' joint report (cdep.ro, rp184.pdf) could not be stored (the download timed out), so its content is known only from the Chamber's and the Senate's procedure lists. The Chamber file lists several initiators under parties other than SOS România as of October 2026; the record describes them as at filing, when the Senate file lists all of them as SOS. No English version was found. Version 1's statements on Romania's AI Act implementation (the Government memorandum designating ANCOM, ANCOM's statement of 24 July 2026, parliamentary question 6258A and the Commission's list of single points of contact) rested on no stored file and were removed from the notes, as was the claim that this is the only AI-specific bill before Parliament.
