Record PT-01 · Resolução do Conselho de Ministros n.º 2/2026 (Diário da República n.º 5/2026, Série I, 8 January 2026)
Portugal's national AI agenda for 2026-2030, approved by the Council of Ministers on 4 December 2025 and published on 8 January 2026, with 32 initiatives in four axes. The fourth axis, Responsibility and Ethics, aims at a regulatory regime that protects citizens while allowing innovation: implementing the EU AI Act by defining the competent authorities, coordination model and sanctions framework (first half of 2026), regulatory sandboxes (second half of 2026), an implementation guide with standards, national risk-assessment tools and a conformity-support infrastructure for high-risk AI (ANACOM, ARTE, IPQ, ANI), responsible-AI research funding and international regulatory cooperation.

Borderline scope Mainly an agenda for AI infrastructure, adoption, talent and productivity; included as Portugal's national AI agenda, whose Responsibility and Ethics axis plans the AI Act's implementation, regulatory sandboxes and national risk-assessment tools.
Approved by the Council of Ministers on 4 December 2025 and published in Diário da República n.º 5/2026, Série I, on 8 January 2026; in force from the following day. The agenda carries out Initiative 10 of the National Digital Strategy (Resolution of the Council of Ministers 207/2024) and rests on six guiding principles, the first being responsible innovation. The action plan for 2026-2030 may be updated by the government member responsible for State reform together with the member responsible for finance; commitments depend on available funding, mainly European funds, and the Council for Digital in Public Administration monitors implementation. The plan also includes a national AI literacy campaign on risks and responsible use (initiative III.8, first half of 2026) and a programme encouraging voluntary certification of AI quality management under Portuguese Standard 4595 (initiative IV.2).
