Summary
Senate initiative for a national AI law of public order covering public- and private-sector use of AI in Mexico. It would create a regulatory agency for the development, use and application of AI empowered to classify systems by risk level, issue technical guidelines and handle complaints; impose risk assessments, data-management and security obligations on developers and providers; prohibit deceptive data collection, profiling for political persecution and subliminal manipulation; address deepfakes and algorithmic discrimination; and provide for fines, suspension and market withdrawal.

Open question
checker: Only notes and the verification note were updated; the summary and other fields are unchanged and consistent with the stored Basham alert, but nothing official is stored: the gazette PDF was requested as extra_urls and is not in the archive, and the SIL page failed on TLS. Two problems. ori Issue #19

CAUTION: the title, date and status rest on a secondary source. Stored: a legislative alert by the law firm Basham (26 February 2026, in English), which describes the initiative presented on 11 February 2026 by Sen. Karina Isabel Ruíz Ruíz, its referral to the joint committees and its content (regulatory agency, risk classification, provider obligations, prohibitions, deepfakes, sanctions); the summary rests on that alert. The alert links the Senate gazette PDF of the initiative (file 'Ini_Morena_Sen_Karina_Ruiz_Expide_Ley_Nacional_de_Inteligencia_Artificial.pdf'), which is not yet stored, so original_title and the Spanish wording of the bill are not confirmed by a stored copy. The alert calls the bill the National Law to Regulate the Use of Artificial Intelligence, while the gazette file name has 'Expide Ley Nacional de Inteligencia Artificial'; the gazette wording is used. The Secretaría de Gobernación's SIL tracking report (official_url) was read on 12 October 2026 and gave the status 'pendiente en comisión(es) de origen', but could not be stored because its TLS certificate could not be verified. Not confirmed by any stored copy: that the bill is one of several dozen AI bills pending in Congress and that no general federal AI law had been adopted by October 2026; and press reports of a separate draft 'Ley General para Regular y Fomentar la Inteligencia Artificial' prepared by the Senate AI commission (223 articles, not voted by the close of the April 2026 session, said to depend on a reform of constitutional articles 3 and 73), which is not recorded separately. No committee action on this initiative appears in the stored copy.
