Summary

Senate initiative by PAN senators for a general law promoting AI development and adoption with proportionate risk management. It would create a Secretariat of Artificial Intelligence and Digital Future, a National AI System and a national strategy. Users could learn when they deal with AI or AI-generated content and seek human review of decisions with relevant effects. Systems affecting rights, public services or strategic infrastructure need risk management; manipulative, exploitative or harmful systems and mass biometric identification not allowed by law are banned; relevant incidents are reported, and the Secretariat may order audits or suspend systems posing grave risks.
