Summary

Amendment of Lithuania's Law on Technology and Innovation that adds Regulation (EU) 2024/1689 to the law's annex of implemented EU acts and makes the AI Act's definitions apply to the law's other terms. The institution the Government authorises to implement technology and innovation policy is to act as national competent authority and notifying authority under Articles 28(1) and 70(1) of the AI Act from 2 August 2025, and to set up and supervise a limited AI regulatory sandbox under Article 57(1) from 1 January 2026, both under procedures set by the Minister of Economy and Innovation. It sets no penalties and names no market surveillance authority.

Adopted by the Seimas on 14 January 2025, signed by President Gitanas Nausėda and published in the Register of Legal Acts (TAR) on 22 January 2025. In force from 1 April 2025; Article 9(4) and (5), which set deadlines for implementing acts, from 23 January 2025; the notifying-authority provision (Article 5(4)) from 2 August 2025; and the sandbox provision (Article 5(5)) from 1 January 2026. The Government and the Minister of Economy and Innovation had to adopt the implementing acts by 31 March 2025, those for the notifying-authority provision by 1 August 2025 and those for the sandbox by 31 December 2025. The law also changes the Law on Technology and Innovation's rules on state support for innovative businesses, experimental development, science and technology parks and national programmes.
