Summary

Iceland's first national AI action plan, with 20 actions in five pillars (AI to benefit everyone, competitive business, education, public services, healthcare), building on the 2021 AI strategy. Its safety-governance content includes Action 2, which assesses the adaptations arising from incorporating the EU AI Act through the EEA Agreement and prepares an AI bill naming the responsible institutions (spring 2026); Action 5, which analyses AI's effect on democratic debate, information disorder and foreign interference and sets guidelines for transparent AI use in politics (autumn 2026); and Action 16, updating standards for safe, transparent public-sector use of AI (spring 2027).

Status notes

Published in July 2025 in Icelandic as 'Aðgerðaáætlun um gervigreind 2025-2027' (ISBN 978-9935-570-03-1) and in English (ISBN 978-9935-570-05-5); the government announced the English edition on 1 July 2025 and the Icelandic one on 2 July 2025. The plan is valid for two years from publication, with a review every six months and a comprehensive review no later than mid-2027; Iceland's 2021 AI strategy is to be reviewed in parallel. It builds on that strategy and on a November 2024 report on the economic opportunities of AI in Iceland, and each action names a responsible ministry, an implementing body and a time frame. The EFTA's EEA-Lex database lists the AI Act as under scrutiny for incorporation into the EEA Agreement by Iceland, Liechtenstein and Norway (as stored on 17 October 2026).

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. The record pointed at the Government of Iceland's news item of 1 July 2025 announcing the English edition, an announcement; the plan's own text is published in the government library in English and in Icelandic. Stored in this run as the plan's text: the English edition (40 pages), which carries the ministry's imprint, 'July 2025' and its own ISBN, and becomes the official URL; and the Icelandic edition (32 pages), which gives the Icelandic title, 'Júlí 2025' and a separate ISBN, and becomes the secondary URL. Neither edition gives a day, so date_published now has the month the plan gives, and the notes keep the days of the two news items (1 July 2025 for the English edition, 2 July 2025 for the Icelandic one, read in an earlier run). Re-read the English news item of 1 July 2025 (stored 11 Oct 2026). The English edition does not call itself a translation and is recorded as one of the issuer's own texts.
