Responsibilities include protecting the public, ensuring AI does not make policy or decisions concerning humanity, preventing racism and harm, and managing risks and crises.

Status notes

Set and promulgated in Jakarta on 19 December 2023 and signed by Minister Budi Arie Setiadi. It defines AI as a form of programming on a computer device to process or handle data carefully, treats AI as a support for human activity, and calls for oversight by the government, operators and users to prevent misuse. The ministry's legal documentation network lists it as in force (berlaku). Komdigi's legal bureau explains that a circular was chosen as a quick and flexible instrument outside the hierarchy of regulations under Law 12/2011, with limited normative force because it carries no sanctions, until binding rules are made; Komdigi is drafting Presidential Regulations on the National AI Roadmap 2026-2029 and on AI ethics (ID-02).

Recheck of 18 Oct 2026. Stored and read: the Komdigi JDIH (legal documentation network) record page for the circular (jdih.komdigi.go.id, copy of 11 Oct 2026, unchanged when the archiver checked it on 18 Oct 2026), which carries the metadata (number, adoption and promulgation on 19-12-2023, place, status 'berlaku') and the full text: addressees, purpose, scope, legal bases, definitions, the nine ethical values, the implementation and responsibility clauses and the minister's signature; and the Komdigi legal bureau's FAQ on AI regulation (same site, stored in this run), which explains why a circular was used and that it carries no sanctions. The summary was rewritten from the circular's text; version 1's claim that this was Indonesia's first government instrument dedicated to AI ethics rests on no stored file. The circular's PDF (the secondary URL) cannot be stored because the site's robots.txt disallows the download path. No English text by an Indonesian public body was found.
