Status notes
Presidential Decree 38/2025 of 22 December 2025 places both drafts, with the Ministry of Communication and Digital Affairs as initiator, in the programme for drafting Presidential Regulations in 2026. It lists the roadmap for 2026-2030 and gives the ethics regulation's subject matter as AI ethics values, the benefits of applying them, identification and mitigation of risks, safeguards, the roles and responsibilities of the parties, and monitoring and evaluation. On 11 February 2026 an inter-ministerial committee of more than 30 ministries and agencies, chaired by the Director General of Digital Ecosystem, discussed the roadmap regulation and agreed four policy directions: stronger stakeholder involvement, innovation, technology and research capability, and mitigation of the risks of AI use; Komdigi's legal bureau stressed consistency of the policy period agreed up to 2029, and the government targeted enactment of the roadmap regulation in the first quarter of 2026. A plenary of the inter-ministerial committee on the ethics regulation followed on 12 February 2026, with ministries and agencies including the national police, the research agency BRIN, the health ministry and the state intelligence agency. Both drafts went through public consultation, focus group discussions and harmonisation in March 2026; inter-ministerial discussion with the State Secretariat ended on 5 May 2026, after which both were to be submitted to the President for enactment. Komdigi's legal bureau likens the ethics regulation to substantive law and the roadmap to the procedural framework, and says the ethics regulation answers the lack of a national, systematic AI ethics guideline. The AI regulation is to carry no sanctions of its own. The roadmap is to adjust the National AI Strategy 2020-2045 (Stranas KA) after the rise of generative AI. The ministry describes its 2023 ethics circular (ID-01) as interim guidance that does not replace binding regulation.

Refresh of 18 Oct 2026. No text of either draft regulation is published. Stored in this run: Presidential Decree 38/2025 of 22 December 2025 on the programme for drafting Presidential Regulations in 2026 (a scanned copy with a machine-read text layer, from the legal documentation site of the Coordinating Ministry for Infrastructure, jdih.kemenkoinfra.go.id), the President's formal record that both drafts, initiated by Komdigi, are in the 2026 programme; it confirms the ethics regulation's title, the draft status and the year, and lists the roadmap for 2026-2030 (its text layer misreads 'Artifisial' as 'Artifrsial' and 'Artilisial'). Read with it: Komdigi's legal documentation site (jdih.komdigi.go.id) news items of 12 Feb 2026 (roadmap plenary of 11 Feb 2026), 18 Feb 2026 (ethics plenary of 12 Feb 2026) and 6 May 2026 (end of inter-ministerial discussion on 5 May 2026), all announcements; they give the roadmap's period as 2026-2029, the period the plenary of 11 Feb 2026 agreed, and the title follows them. The legal bureau's FAQ document (same site, the record's secondary source) refers once to the roadmap as 2025-2029. The Hukumonline report of 17 Mar 2026 (hukumonline.com, secondary; only its first page is stored) is the source of the note that the AI regulation carries no sanctions (its headline) and of the topic 'transparency & labelling'; the earlier statement that enforcement relies on existing law is not in the stored text and was removed. Version 1's August 2025 consultation dates rested on press; the Bisnis.com report of 9 Aug 2025 refused the archiver, so date_published gives the year 2025.
