Summary

154-page report of the advisory committee set up under the Prime Minister in November 2023 and chaired by Constantinos Daskalakis to outline a national AI strategy that exploits AI's potential while mitigating its risks, with guiding principles, six flagship programmes and recommendations in four domains. The regulatory chapter proposes a National AI Supervisory Authority to balance rights protection and innovation, supervise AI systems, advise the legislator and oversee regulatory sandboxes; harmonising national law with the EU AI Act; labour-law updates; measures protecting democracy; regulating AI to preserve information integrity; and a Chief AI Strategy Officer and a Data and AI Office.

Status notes

Published on 25 November 2024 on the Special Secretariat of Foresight's site. The chapters cover innovation and entrepreneurship, education and research, the regulatory framework and AI in the State (health, defence, civil protection, culture, justice, revenue, government efficiency, smart cities), with appendices of guidelines for working with AI and of the Chief AI Strategy Officer's mandates. The proposal for a new supervisory authority was not followed: Law 5321/2026 made the Hellenic Data Protection Authority market surveillance authority and single point of contact, made EETT the notifying authority and set up the AI regulatory sandbox at EETT, run jointly with the Data Protection Authority.
