Summary
Finland's national law supplementing the EU AI Act, using a decentralised supervision model. Traficom supervises Article 50 transparency obligations and is the single point of contact. The Data Protection Ombudsman supervises prohibited practices. Sector authorities (Tukes, the Financial Supervisory Authority, the Energy Authority, Fimea, Customs and others) cover high-risk areas, and an AI penalty fee board at Traficom imposes administrative fines up to the AI Act maxima.

Status notes
Based on Government proposal HE 46/2025, the Economic Affairs Committee's report TaVM 18/2025 and Parliament's reply EV 162/2025. Signed by the President on 22 Dec 2025 (countersigned by the Minister of Economic Affairs), published in the Statute Book on 29 Dec 2025 and in force from 1 Jan 2026; the penalty fee for prohibited practices (s. 21) does not apply to breaches that occurred before entry into force. The Act does not apply to Parliament's work and offices, the Parliamentary Ombudsman or the Chancellor of Justice. The maximum penalty fees follow the AI Act: EUR 35 million or 7% of worldwide turnover for prohibited practices, and EUR 15 million or 3% for most other breaches.
