Summary
A Commission implementing decision requesting CEN and Cenelec to draft harmonised standards and European standardisation deliverables supporting the AI Act's requirements for high-risk AI systems in Articles 9 to 15, 17 and 43. The standards cover ten areas: risk management, governance and quality of datasets, record keeping, transparency, human oversight, accuracy, robustness, cybersecurity, quality management and conformity assessment. High-risk AI systems that conform to harmonised standards referenced in the Official Journal are presumed to meet the requirements those standards cover. The standards must conform with Union law on fundamental rights and data protection.

Status notes
It repeals and replaces Implementing Decision C(2023) 3215 of 22 May 2023, which was based on the Commission's proposal for the AI Act: the new request reflects the final text of Regulation (EU) 2024/1689 and sets a new deadline because CEN and Cenelec reported significant delays in September 2024, while the scope and technical content of the requested standards stay as in the 2023 request. CEN and Cenelec were to draft the standards and deliver their final report by 31 August 2025, update their work programme and report to the Commission every three months. The decision is addressed to CEN and Cenelec, ceases to apply if they do not accept the request, and expires on 28 February 2027. Applying the resulting standards remains voluntary. CEN and Cenelec work on them in Joint Technical Committee JTC 21; prEN 18286, a quality management system standard for AI Act purposes supporting Article 17, became the first harmonised standard for AI to enter public enquiry, on 30 October 2025. Under the request CEN and Cenelec completed the harmonised standard on quality management systems for providers of AI systems, including post-market monitoring (point 9 of Annex I), as EN 18286:2026; Commission Implementing Decision (EU) 2026/2274 of 12 October 2026 published its reference in the Official Journal on 14 October 2026, from when compliance with it gives a presumption of conformity.
