Summary

Creates, within the national transparency and data-protection authority, a programme to promote analysis, regulation and state capacity-building for the development and use of AI in the public and private sectors while guaranteeing rights to transparency and personal-data protection. It has three components: an AI observatory (mapping actors, tracking regional and global regulation, periodic reports); governance and participation (a multidisciplinary advisory council and participatory drafting of regulatory strategies against rights violations and harmful AI impacts); and capacity-building (good-practice guides, training, awareness campaigns, and documentation of automated decision systems).
