Record US-13 · OMB Memorandum M-25-22
Replaces M-24-18 on federal AI procurement. Agencies must identify likely high-impact uses early, include contract terms for ongoing testing and monitoring, vendor performance and notice of new AI features, require compliance with M-25-21 minimum risk practices for high-impact uses, permanently bar vendors from training commercial models on non-public agency data without consent, and favour American-made AI.
Issued 3 Apr 2025. It applies to contracts awarded under solicitations issued on or after 30 Sep 2025, 180 days after issuance, and to options to renew or extend the period of performance exercised on existing contracts after that date; date_in_force is that date. Agencies had 270 days to update their internal acquisition procedures. It does not apply to AI acquired as a component of a National Security System or to elements of the Intelligence Community. It rescinds and replaces OMB M-24-18, Advancing the Responsible Acquisition of Artificial Intelligence in Government.
