Summary
Private member's bill amending the Penal Code and Laws No. 5651 (internet), 6698 (data protection), 5809 (e-communications) and 7545 (cybersecurity). It makes a user who directs an AI system to a criminal act its perpetrator; requires removal or blocking within six hours of AI content that violates personality rights, threatens public security or is a deepfake; mandates a non-removable 'Produced by Artificial Intelligence' label on deepfakes (fines TRY 500,000-5 million); and obliges providers to ensure transparency and auditability of training data, content verification, hallucination controls and human-approved oversight in high-risk uses. ICT regulator BTK gets urgent blocking powers.

Status notes
Signed by the sponsor on 23 July 2025, received by the TBMM on 7 November 2025 and registered on 10 November 2025 as Esas No. 2/3358, with the Industry, Trade, Energy, Natural Resources, Information and Technology Committee as lead committee and the Justice and Digital Media committees as secondary committees. The cover letter describes it as a bill amending Turkish Penal Code No. 5237 and certain laws. It has 11 articles and would enter into force on publication. Article 1 adds a definition of AI systems to Law No. 5651. It also requires datasets used in AI applications to respect anonymity, non-discrimination and legitimacy, treating discriminatory datasets as a data-security breach, raises the penalty for a developer whose system's design or training enabled the offence by half, and adds insult, threat and crimes against humanity to the offences for which internet content is removed or blocked.

Stored: the official bill PDF from cdn.tbmm.gov.tr (7 pages, a scan read through an OCR text layer that drops or garbles Turkish characters; quotes reproduce the OCR errors), which confirms the sponsor, the signature date of 23 July 2025, the TBMM receipt stamp of 7 November 2025, registration as Esas No. 2/3358 on 10 November 2025, the committee referrals, the heading and all 11 articles; and an English summary of the bill by the law firm Moroğlu Arseven (18 December 2025). The TBMM bill web page is not stored, so no stage after the referral is confirmed by a stored copy. Not confirmed by any stored copy: a policy tracker's listing of the bill as under deliberation, the sponsor's publicity for it in September 2025, and the absence of any committee report or vote by October 2026.
