Status notes
The published document is a summary version ('version résumée', 20 pages) dated 2023, produced with technical assistance from Expertise France under the AU-EU D4D Hub project. The minister presented the strategy publicly on 14 September 2023 as a first restitution of the work, open to public contributions, and announced that a final version would be submitted to the head of state for political validation. The OECD.AI entry gives 2024 as its start year and lists it as active. Besides orientation 6, the strategy proposes reaffirming in law the principles that multinational platforms must respect, drawing on the EU's Digital Services Act, Digital Markets Act and AI Act, and plans to train about 90,000 people in data science and AI by 2028.

Recheck of 18 Oct 2026. Stored: the OECD.AI policy-initiative page (new snapshot of 18 Oct 2026, which differs from the 12 Oct snapshot only in the site menu), the OECD-hosted summary PDF (20 pages, stored 12 Oct 2026, unchanged) and an OSIRIS reprint of the APS dispatch of 14 September 2023 on the presentation (secondary). OECD is another official body, not the issuer; no Senegalese government copy of the strategy is stored, and the copy on the civic portal vie-publique.sn is not an official source. The PDF and the OECD.AI entry confirm the title, the issuing ministry, the 2023 date, the four objectives, six orientations and 52 actions and the sixteen orientation-6 actions; OECD.AI lists the strategy as active with start year 2024. The APS dispatch confirms the presentation on 14 September 2023 and the announced submission of a final version for political validation. No stored source shows that the final version was validated or adopted. Statements in the earlier notes on the New Deal Technologique (February 2025), a presentation to the Hiroshima AI Process friends group in Tokyo in August 2026 and the absence of an AI law or regulator as of October 2026 rest on no stored source and were dropped. No English version of the strategy was found.
