Refresh of 18 Oct 2026. The record rests on CST's news release of 14 April 2025 in English (cst.gov.sa, snapshot of 11 Oct 2026, unchanged on 18 Oct 2026) and in Arabic (stored 18 Oct 2026), an announcement of the consultation. The releases confirm the English and Arabic titles, CST as issuer, the consultation window and the three centre models as another official source would (level B). The draft's own text, a PDF in English and Arabic ('Final Draft for PC') on the Istitlaa consultation platform whose address a law-firm note gives, could not be stored: the platform timed out for the archiver on 11 and 18 Oct 2026, and on one attempt of 18 Oct 2026 its host could not be resolved. No stored source shows adoption, a royal decree or publication in the Official Gazette.
Second check: Independent check by Claude Code (claude-sonnet-5-5), 2026-10-18: 6 field(s) supported, fixes applied to scope_note.
