Summary

Presidential decree approving Russia's National Strategy for the Development of Artificial Intelligence to 2030, which federal executive bodies must follow. Its binding principles include protection of human rights and freedoms, safety (no use of AI to deliberately harm people, minimising the risk of negative consequences) and transparency. The 2024 revision defines large generative and foundation models and trusted AI technologies and adds rules for regulating AI: a risk-based approach, non-discrimination, respect for human autonomy, liability always resting with a natural or legal person, information-security requirements, and certification of AI solutions used by federal bodies.

Status notes

In force from signature on 10 October 2019. Decree No. 124 of 15 February 2024 revised both the decree and the Strategy: it added definitions of large generative models, large foundation models (at least 1 billion parameters), strong AI and trusted AI technologies, a new section on the regulation of AI and the safety of its use, the mandatory use of trusted AI technologies where harm to the security of the Russian Federation is possible, and a register of trusted AI technologies tested against information-security threats; it also required federal executive bodies to follow the Strategy, recommended that regional and local authorities do the same, and asked state corporations and companies with state participation to add AI development measures to their strategies by 1 November 2024. The Strategy notes that creating universal ('strong') AI could have negative consequences. The English translation listed covers the 2019 text, before the 2024 amendments.

Recheck of 17 Oct 2026: re-read the decree on kremlin.ru (acts bank 44731, stored 11 Oct 2026, the text as amended by Decree No. 124 of 15 February 2024; the page holds the text up to paragraph 16) and, stored in this run, the print version of the same document (kremlin.ru/acts/bank/44731/print), which holds the whole decree and Strategy. Together they confirm the title, number and date, the amending decree, entry into force on signature, the principles, the definitions, the 2024 section on regulation and safety, the duties of the Government and federal bodies and the recommendations to regions and state companies. The archiver flagged the print page because its page title barely names the document; its text is the decree.
