Summary
Bill to enact a National Artificial Intelligence Code and create a Bureau of Artificial Intelligence Systems (BAIS) under the DICT as national AI regulator, with a registry, permits and power to suspend unsafe systems. BAIS would classify high-risk AI by effect on rights, use in critical sectors, autonomy and scale, and subject it to pre-deployment review, registration and audits; deployers must disclose AI use. The bill prohibits undisclosed deception or manipulation, autonomous systems without human intervention and exploitation of vulnerable groups, sets sector rules, criminalises deepfake impersonation and creates an AI Safety Research Fund.

Status notes
Filed in the House on 4 February 2026 by Rep. Ma. Nina Francesca P. Lacson (Manila Teachers Party-list). The explanatory note calls the measure an 'Artificial Intelligence Regulation Act', while Section 1 gives the short title 'National Artificial Intelligence Code of the Philippines'. Fines reach PHP 5 million for deploying high-risk AI without registration, review or documentation (Sec. 30) and PHP 2 million for failing to disclose AI use (Sec. 31); unauthorised biometric surveillance, deepfake impersonation and deceptive political or financial manipulation carry six months to six years in prison (Sec. 32). Deployers must report unanticipated or emergent behaviour (Sec. 67); BAIS would keep a registry of systems that need kill-switches or human failover (Sec. 68) and a foresight unit on advanced AI, including artificial general intelligence (Sec. 70). The Act would take effect 15 days after publication (Sec. 84), with implementing rules within 90 days (Sec. 80) and the Code of AI Regulations within 180 days (Sec. 78).
