Summary

Requires operators of AI chatbots to tell users they are interacting with AI, not a human, and to keep protocols that prevent outputs causing suicidal thoughts and refer users who express suicidal ideation or interest in self-harm to mental health and crisis resources, reporting such referrals yearly to the Oregon Health Authority. Where the operator has reason to believe a user is a minor, the chatbot must warn that it may not suit minors, remind the user hourly that it is AI and to take a break, and must not produce sexually explicit content, use rewards designed to maximise engagement or voice distress when the user wants to leave. Harmed users may sue for damages and an injunction.

Status notes

The Senate passed it 26-1 and the House 52-0, with final legislative approval on 5 Mar 2026. Governor Tina Kotek signed it on 31 Mar 2026, and on 7 May 2026 listed it among the bills of a bill-signing ceremony at the University of Oregon's Ballmer Institute. Its requirements take effect on 1 Jan 2027. A chatbot interacting with a minor may not misrepresent its identity or claim to be anything other than an AI system.

CAUTION: no official source confirms the title, date and status; the record rests on secondary sources. Recheck of 18 Oct 2026: re-read the Governor of Oregon's newsroom post of 7 May 2026 (stored from apps.oregon.gov on 11 Oct 2026) and the Transparency Coalition article with its 1 Apr 2026 update (stored again on 17 Oct 2026; only the byline's capitalisation changed). The Governor's post confirms that the Governor signed Senate Bill 1546, which requires AI chatbot operators to disclose artificial interactions and to safeguard users, especially minors, against self-harm and suicidal ideation, and names Sen. Lisa Reynolds. The signing date (31 Mar 2026, the day before the article's 1 Apr 2026 update), the votes, the effective date of 1 Jan 2027, the duties for minors, the yearly reporting to the Oregon Health Authority and the private right of action rest on the Transparency Coalition article (secondary). The Legislature's OLIS overview of SB 1546 and its enrolled text could not be stored: the archiver's connections timed out on 17 Oct 2026, as on earlier runs. So the enrolled bill, its chapter number in Oregon Laws 2026 and the damages per violation given in version 1 (USD 1,000) are not confirmed.
