Summary

Management Board of Cabinet directive on the transparent, responsible and accountable use of AI by Ontario ministries and provincial agencies. Its six principles cover benefit to Ontarians, justified and proportionate use of reliable and valid systems, safety, security and privacy, human rights and non-discrimination, transparency, and accountability with ongoing human oversight. For each use case ministries must apply AI risk management (justify the use, assess risks, set a risk level, apply proportional controls), report use cases and risks annually, publish a list of use cases, and disclose AI use where the public interacts with AI or AI is involved in decisions affecting them.

Effective 1 Dec 2024. Issued under the Management Board of Cabinet Act; the Ministry of Public and Business Service Delivery and Procurement is responsible for it, and the Associate Deputy Minister, Policy, Archives, and Data must review the Directive and its supporting material at least every two years. Exemptions need Management Board of Cabinet approval. Operational policies may say how its requirements apply to AI use cases set up before its effective date. Provincial agencies must apply the same risk management, set approval processes based on risk level, and report to their accountable ministry.
