Summary
Policy, issued by circular, for government units and regulated private institutions that develop or use AI systems, including generative AI, across their lifecycle. It sets ethical principles and duties for developer entities (documentation, ethical, social and environmental impact assessment before deployment, bias testing, independent technical audits, access control and encryption) and user entities (assessment before adoption, continuous monitoring and error correction, data classification). Systems must be secure, cause no physical or psychological harm, label generated content, explain decisions affecting individuals, and keep human supervision and control and complaint channels.

Status notes
Transmitted by MTCIT Circular 11/2025 dated 10 Shawwal 1446 AH (9 April 2025) and issued by MTCIT's General Directorate of Policies and Governance; the MTCIT policy page lists it under 1 April 2025 and under the title 'General Policy for the Safe and Ethical Use of Artificial Intelligence Systems', while MTCIT's English version is titled 'Public Policy for Safe and Ethical Use of Artificial Intelligence Systems'. The policy applies from its approval and circulation by MTCIT and derives its ethical framework from the National Programme for AI and Advanced Digital Technologies (2024). It sets no penalties: MTCIT monitors compliance by state administrative units and reports the results to the Council of Ministers, and sectoral regulators monitor the institutions they supervise, align their own regulatory documents with the policy and may add provisions with the Ministry's approval.

Stored: the MTCIT library page for the policy (title, ministry, listing date of 1 April 2025, links to an Arabic and an English PDF); both MTCIT PDFs (the Arabic policy document, reached through two links that give the same file, and MTCIT's English version, 29 pages each, image scans read by OCR); the qanoon.om transcription of Circular 11/2025 with the attached Arabic policy, which states that it is not an official source; and the decree.om entry for the circular, whose English translation is behind a paywall. The OCR layer of the Arabic MTCIT PDF is unreadable, so the Arabic wording, original_title, the circular number and the exact date of 9 April 2025 rest on the qanoon.om transcription (the decree.om entry gives the same number and date); MTCIT's English version confirms the title, issuing directorate, April 2025, the effect clause and every provision summarised here, and the summary follows its terms ('AI System User Entity', 'AI System Developer Entity'). The English description on the MTCIT page ('The National AI Policy 2025 ... investment stimulation') does not describe this policy's content. Not confirmed by any stored copy: a public consultation on a draft 'National Artificial Intelligence Policy' in August 2024, and that the policy was not published in the Official Gazette.
