Summary

Nigeria's national AI strategy for 2025-2029, a living document organised around five pillars. Its responsible and ethical AI pillar plans a High-Level AI Ethics Expert Group or National AI Ethics Commission, national AI ethical principles and an AI ethics assessment framework for evaluating projects before deployment. Its governance pillar plans national AI principles, an independent AI Governance Regulatory Body and a National AI Risk Management Framework with protocols for identifying, assessing and mitigating safety and security risks. It names accuracy, bias, transparency and governance as the main factors in AI risk assessment.

Scope

Borderline scope Mainly a strategy for AI infrastructure, ecosystem, adoption and skills, with responsible and ethical AI and AI governance as two of its five pillars; included as Nigeria's national AI strategy.

Status notes

Dated September 2025 and described as a living document, with a vision for 2025-2029. It grew out of a four-day co-creation workshop hosted by the ministry on 15-18 April 2024, followed by stakeholder engagement between July 2024 and January 2025 that included a public review of the first draft of August 2024 (NG-01), which it replaces. OECD.AI lists a related National Artificial Intelligence Trust (2025).

Recheck of 18 Oct 2026. Stored: the strategy PDF from ncair.nitda.gov.ng (11 Oct 2026, 81 pages) and the OECD.AI policy-initiative page (11 and 18 Oct 2026; only the site menu differs between the two copies). The PDF confirms the title, the September 2025 date, the ministry's authorship, the 2025-2029 horizon and the content summarised; the OECD.AI page confirms publication in September 2025, the ministry's lead with NITDA as a key implementing body, and an active status. The day in September 2025 appears only in the PDF's file name (19092025), not in its text, so the date stays at the month. A 'Two years of NAIS' compilation of April 2026, mentioned in the earlier notes, is not among the stored files and is no longer cited.
