Summary

State Council plan to develop new-generation AI in three steps, to 2020, 2025 and 2030, mainly through research, an intelligent economy and society, military-civil fusion and infrastructure. Its safeguards call for AI laws and ethical norms, with research on civil and criminal liability, a traceability and accountability system and safety rules for autonomous driving and service robots, and for an AI safety supervision and assessment system with monitoring and early warning, two-layer supervision of design accountability and application, test platforms and safety certification. Its 2025 goals include initial AI laws, ethical norms and policies and AI safety assessment and control capability.

Issued by the State Council on 8 Jul 2017 to provincial governments and State Council departments, and released on 20 Jul 2017. The 2020 goal includes initial AI ethical norms, policies and regulations in some fields; the 2030 goal a more complete system of AI laws, regulations, ethical norms and policies. The plan also calls for codes of ethics and conduct for AI developers and designers, assessment of AI's potential harms and benefits, research on robot alienation and safety supervision, and international cooperation on AI laws and rules. Risk prevention is to focus on employment in the near term and on social ethics in the long term. Implementation is led by the national leading group for science and technology system reform and innovation system building, with an AI plan promotion office in the Ministry of Science and Technology and an AI strategic advisory committee.
