Summary

Guideline of the Ministry of Education, Culture, Sports, Science and Technology for teachers, school staff and boards of education on the appropriate use of generative AI in primary and secondary schools; it does not uniformly ban or mandate its use. It sets a human-centred approach in which people make the final judgement and take responsibility, and five points for school use: proper use considering safety, including providers' terms of service, age limits and parental consent; information security; protection of personal information, privacy and copyright; fairness and attention to bias; and transparency and accountability to stakeholders.

Status notes

Version 2.0 of 26 Dec 2024 revised the provisional guideline that MEXT published in July 2023 (初等中等教育段階における生成AIの利用に関する暫定的なガイドライン, Ver.1.0), after discussion in a study group on generative AI in primary and secondary education set up in July 2024. MEXT's notices to boards of education on the provisional guideline and on its revision are dated 4 Jul 2023 and 26 Dec 2024. Reference materials include checklists by scenario and examples from generative AI pilot schools. For safety measures by AI developers and providers, the guideline refers to the AI Guidelines for Business and J-AISI's evaluation guide. MEXT's provisional translation is titled 'Guideline for the Use of Generative AI in Elementary and Secondary Education', while MEXT's pages list it as 'Guideline for the Use of Generative AI in Primary and Secondary Education (Ver.2.0)(tentative translation)'.

Recheck of 18 Oct 2026. Stored and read: MEXT's page on the use of generative AI (mext.go.jp; copy of 14 Oct 2026, unchanged on 18 Oct 2026); the Japanese main text of Ver.2.0 (33 pages, 文部科学省 初等中等教育局, 令和6年 12 月 26 日; copy of 18 Oct 2026); MEXT's English provisional translation (36 pages, 'December 26, 2024', '当翻訳は仮訳であり、正確には原文を参照してください。 Please refer to the original text for accuracy') and the English one-page summary; and MEXT's new site on generative AI in schools (copy of 18 Oct 2026, saved with a headless browser, with updates up to 令和8年7月), to which the first page now points. They confirm the title, the Japanese title, the issuer, Ver.2.0 of 26 December 2024, the provisional guideline of July 2023 (令和 5 年 7 月), the study group, the dates of the notices to boards of education and the content; the summary is checked against the Japanese text, with terms as MEXT's translation renders them. The new site still offers Ver.2.0 as the current guideline, and nothing stored shows a later version or a withdrawal.
