Summary

Bilingual Arabic-English code of ethics prepared by the Ministry of Digital Economy and Entrepreneurship under Jordan's 2020 AI Policy and approved by the Council of Ministers, which circulated it to government bodies for compliance. It sets eight principles for the responsible use of AI (humanity and society; inclusiveness and justice; privacy and data; transparency; responsibility and accountability; reliability; integrity and non-fakeness; environment and sustainability), including human intervention in AI decisions, no use of AI to manipulate or mislead, testing before market release and accountability of natural persons for harm. It adds principles for the metaverse and AI research.

Open question

checker: Text corrections are supported by the stored PDF and Arabic news item. date_published has no stored quote (evidence script error); it is unchanged by the run, so it should become a question while the rest merges. One search found no revision or AI law; a MoDEE brochure lists the code under Issue #165

The record shows its last checked values until a maintainer decides; the decision is recorded in its history.

Status notes

The code cites as its legal basis Article 3(d) of the Telecommunications Law No. 13 of 1995, Article 61 of the General Policy for the Communications, Information Technology and Postal Sectors of 2018, and Article 21 of the Jordan Artificial Intelligence Policy 2020, which requires national regulatory frameworks for the responsible use of AI. The Ministry prepared it through a technical committee of experts from the public and private sectors, civil society and academia. It addresses individuals, public and private institutions, international and local organisations and civil society, inside or outside Jordan, and recommends complaint channels at the Ministry for AI-ethics complaints. It also lists the risks of not adhering to it. The Arabic title translates literally as 'National Charter for Artificial Intelligence Ethics'.

CAUTION: no official source confirms the title, date and status; the record rests on secondary sources. Recheck of 18 Oct 2026. Stored: the final bilingual PDF (32 pages) from modee.gov.jo, stored 11 Oct 2026 and unchanged when rechecked on 18 Oct 2026, and MoDEE's Artificial Intelligence page (stored 11 and 18 Oct 2026; only the visit counter changed), and, in this run's second round, MoDEE's Arabic news item on the charter (18 Oct 2026). The PDF confirms the English and Arabic titles, MoDEE's authorship, the legal basis, the target groups, the eight principles and the further sections; the AI page lists the code; the news item confirms that the Council of Ministers approved the charter and circulated it to all ministries, institutions and government departments for compliance. No stored file gives the approval date: the news item is undated (its page shows only a site-wide last-update date), and the published 3 August 2022 rests on the PDF's file name ('approved by the Presidency 3-8-2022') and a Jordan News Agency item seen earlier in search results. The archiver also stored two PDFs linked from the news page (MoDEE's code of conduct for public servants and its information security policy), which do not concern the charter. The draft consultation of February 2022 (comments due 1 March 2022) and the Jordan AI Strategy 2023-2027's commitment to a follow-up system for compliance with the code rest on MoDEE pages and a PDF not stored in this run, so they were taken out of notes. The English legal-basis passage dates Cabinet Resolution No. 659 on the AI Policy to 20 February 2020, the Arabic to 20/12/2020.
