Summary

Recommendations of Jamaica's National AI Task Force, presented to the Office of the Prime Minister as the basis for a National AI Policy. Its ethical foundations, drawing on the UNESCO Recommendation on the Ethics of AI, call for warnings about system limitations such as hallucinations, transparency about AI processes and labelling of AI-generated content, accountability of human operators, risk assessments of systems' suitability, and compliance with the Data Protection Act 2020. It recommends interim AI ethics and data-privacy guidelines (short term), a national AI regulatory framework on liability, bias and transparency (medium term) and a national AI regulatory authority (long term).

Status notes

Written by the National Artificial Intelligence Task Force, which was set up under the Office of the Prime Minister in 2023, is chaired by Christopher Reckord of the Private Sector Organisation of Jamaica and drew its members from the private sector, public institutions and academia; the report was presented to the Office of the Prime Minister. The Office of the Prime Minister dates the report to September 2024, and the Government announced its official publication on 13 Feb 2025, adding that Cabinet had begun reviewing the recommendations. After a Cabinet decision, the Minister responsible for science and technology in the Office of the Prime Minister convened a reconstituted 23-member Task Force on 19 Feb 2026 and charged it with a draft national AI policy within six to nine months and a draft legislative framework within twelve months, building on these recommendations and the UNESCO AI Readiness Assessment. In May 2026 the Task Force was still working towards Jamaica's first National AI Policy.

Refresh of 18 Oct 2026 under the rule that level A needs the instrument's own text or an official register. Re-read the recommendations PDF on the Office of the Prime Minister's site (opm.gov.jm, 33 pages, copy of 12 Oct 2026), the report's own text, which gives its title ('This document, titled National Artificial Intelligence - Policy Recommendations'), the Task Force's members and chair, the ethical considerations and the short-, medium- and long-term recommendations; and the OPM release of 3 Mar 2026 on the reconstituted Task Force's first meeting on 19 Feb 2026 (stored as the record's secondary source). The PDF's text layer has no date: its cover is an image without text, which reads 'Prepared by The National Artificial Intelligence Task Force September 2024' when the page is viewed, so 'The document is undated' was removed from the notes. Stored again in this run: the OPM announcement posted on 13 Feb 2025 of the report's official publication on the OPM website, and the OPM release of 22 May 2026, which says the Task Force was set up under the OPM in 2023, dates the report to September 2024 and says the Task Force is working towards the first National AI Policy. date_published 2025-02 is the publication the OPM announced on 13 Feb 2025; the announcement says the report 'will be made available', so the record keeps the month. That date rests on an announcement, so its quotes count as alt-official.
