Summary
Israel's first government policy on AI regulation and ethics. It favours sector-specific, risk-based soft regulation and international interoperability, names seven challenges (discrimination, human oversight, explainability, disclosure of AI interactions, safety, accountability, privacy), adopts OECD-based ethical principles, and recommends an AI Policy Coordination Center and responsible-AI tools such as a risk-management framework.

Status notes
Published in December 2023 by the Ministry of Innovation, Science and Technology, prepared with the Ministry of Justice's Office of Legal Counsel and Legislative Affairs (Economic Law Department) under Government Resolution 212 of 1 August 2021; a White Paper of 17 November 2022 was its first draft and the basis for public consultations. The policy was published in Hebrew; the ministry's English document summarises it, mainly its recommendations chapter. It gives guidelines and instructions to sectoral regulators on AI in the private sector across the AI lifecycle; the government's policy on public-sector AI is developed separately. The policy also anticipates future work on foundation models and frontier AI.

Recheck of 18 Oct 2026. gov.il refused every download of the English PDF (the record's official URL) and of the Hebrew policy document (HTTP 403 on 11, 16, 17 and 18 Oct 2026; the browser retry timed out). Stored instead: the OECD.AI policy-initiative entry, added and last updated (25 Dec 2025) by Israel's national contact point, and the 11-page English PDF it links, hosted on api.oecd.ai. That PDF is the ministry's English summary of the policy: it confirms the title, publication in December 2023 by the Ministry of Innovation, Science and Technology with the Ministry of Justice, the seven challenges, the principles and the recommendations, and states that the policy was originally published in Hebrew. The OECD.AI entry confirms the ministries, the Hebrew name, start year 2023, status Active and that the policy is non-binding. Because the Hebrew full text could not be stored, the summary rests on the ministry's English summary and original_title on the OECD.AI entry; whether the OECD-hosted PDF is identical to the gov.il English PDF is not known. Later Israeli initiatives listed on the OECD.AI page (2024-2025) are not part of this policy and are passed on as leads.
