Summary

Ten-year strategy ('Ghana 2035: The AI-Powered Society') with eight pillars: AI education, youth jobs, digital infrastructure, data access and governance, ecosystem coordination, sectoral adoption, applied research and public-sector adoption. It aligns with the UNESCO Recommendation on the Ethics of AI, contains a 'Risks of AI' analysis (bias, cybersecurity, privacy, safety, inequality), and proposes a Responsible AI Authority or National AI Office with a legal mandate for coordination, incident reporting and oversight of AI system qualification, a soft guideline-based regulatory approach, possible mandatory insurance for high-risk AI outputs, and safe-AI guidance for developers.

Status notes

The document is dated December 2025 on its cover. By 1 April 2026 Cabinet had approved the strategy and USD 250 million for a national AI computing centre. President John Dramani Mahama launched the strategy in Accra on Friday 24 April 2026, when USD 20 million was also announced for its short- and medium-term implementation. At the launch the Minister for Communication said the ministry was working on an Emerging Technologies Bill to provide the legal framework for AI and related technologies. The strategy rests on about 40 expert interviews and public-sector consultation workshops held from March to October 2022, and recommends reducing the implementation timeline from ten to five years with periodic reviews.

Recheck of 18 Oct 2026. Stored: the strategy PDF from moc.gov.gh (84 pages; stored 11 Oct 2026 and unchanged on 18 Oct 2026), the ministry's release of 24 April 2026 on the launch (moc.gov.gh), the Information Services Department's report of 1 April 2026 on Cabinet's approval (isd.gov.gh), and the Ghana News Agency report of the launch (a state news agency, not an official source; new snapshot of 18 Oct 2026 that differs from the earlier one only in page furniture). The PDF confirms the title, the issuing ministry, the December 2025 date, the eight pillars, the risk analysis, the Responsible AI Authority and National AI Office proposals and the governance actions in the summary. The ministry's release confirms the launch by the President in Accra on 24 April 2026; the ISD report confirms Cabinet's approval of the strategy and of USD 250 million for an AI computing centre. The USD 20 million for implementation and the Emerging Technologies Bill rest on the news agency's report; no text of an Emerging Technologies Bill was found. The '2023/03' in the PDF's path is the site's upload folder, not the document's date.
